Client was charged with possession of drug paraphernalia for an alleged marijuana grinder found during a traffic stop, as well as expired registration. During further conversation, the officer eventually and reluctantly admitted that "marijuana" smells the same as hemp, and that he had no science based method to distinguish between illegal "marijuana" and legal industrial hemp.
